Standard of leadership
Party leaders should understand the responsibilities of their office, comply with published rules, disclose conflicts and accept review. Financial contribution, founding status, ethnicity or family connection should create no entitlement to office.
Preparation
Leadership programmes support competence in constitutional government, economics, public finance, ethics, devolution, implementation and national strategy.
Succession
A leadership transition should be an ordinary institutional event. Records, assets and authority belong to the Party and must transfer through documented procedures.
