  • Dependence can arise through finance, technology, trade structure, strategic assets or external political leverage.
  • Foreign cooperation is not automatically neocolonial.
  • Domestic corruption and incompetence cannot be excused by blaming external actors.

Meaning for public policy

SPP’s response is capability: stronger institutions, domestic production, diversified partnerships, transparent contracts, African integration and greater capacity to finance development internally.

Institutional test

The principle should be applied consistently to SPP itself. Party organisation, candidate selection, finance and leadership conduct should reflect the same standard expected of government.
